The last RAW was indeed an episode of selection where wrestlers has to take another for their Extreme Rules rival.

We saw at the RAW show how Rusev took one member of the Lucha Dragons Sin Cara to be his Extreme Rules opponent while the other member of the Lucha Dragon, Kalisto has to look on. During the match, we saw the prangs played by Kalisto behind the referee which gave Sin Cara victory over Rusev.

Rusev was so angry about Kalisto’s involvement in the match and even stated that there is a secret plan by the referees for it. He rained abuses on the referees saying that they are stupid for such an evil conspiracy. Rusev later boosted about his future match for the US Championship at Extreme Rules pay-per-view against Kalisto.

Finally, Rusev stated that the championship is his that he will even change the name from US Title to Rusev Title. We hope to see substantiate his claims anyway.
